dc.description.abstract	Volume 4 of the Council minutes, covering the period from 1954 to 1963, is the first volume which includes actual minutes. Before this time, the only record of Council actions was contained in the published reports. (Volumes 1, 2, and 3 contain these published reports.) Beginning in 1954, Council actions were reported in the Headquarters Reporter. The relevant issues form the record of Council actions from 1954 through Midwinter 1957. With the 1957 Annual Conference, minutes comparable to Executive Board minutes were prepared. These minutes provide the record for the rest of the period in Volume 4.	en_US
