================================================================= ALAWON Volume 6, Number 84 ISSN 1069-7799 September 29, 1997 American Library Association Washington Office Newsline In this issue: (110 lines) FY98 LABOR-HHS-EDUCATION APPROPRIATIONS UPDATE--ACTION NEEDED _________________________________________________________________ FY98 LABOR-HHS-EDUCATION APPROPRIATIONS UPDATE--ACTION NEEDED Since tomorrow, September 30, is the end of the fiscal year, the House of Representatives today is considering House Joint Resolution 94--a three-week continuing resolution to fund government operations through October 23. With a number of appropriations bills either in conference or still to be finalized, a continuing resolution will be necessary. The resolution will fund programs at FY97 levels, except in cases where the Administration requested less funding and the House and Senate have already agreed to that lower level. The measure is expected to pass the Senate before tomorrow (9/30)at midnight. ACTION NEEDED: Since conferees will continue to meet to discuss differences between the House and Senate versions of the FY98 Labor-HHS-Education bills, library supporters should continue to ask their Representatives and Senators to contact conferees (below) in support of higher numbers for programs in the LSTA (see ALAWON v. 6, n. 83, September 25). Also ask them to reject the Senate block grant approach in the Gorton amendment which would fold ESEA Title VI into a large block grant of education programs. A summary follows: LIBRARY SERVICES AND TECHNOLOGY ACT (LSTA) -- Funding should be set at the highest possible total, $146.3 million as in S. 1061. This amount would ensure a significant increase for the state formula grants so that every state would benefit from an increase. ESEA TITLE VI -- Funding should be set at the House level of $350 million as in H.R. 2264. Reject the Senate block grant approach in the Gorton amendment which would fold ESEA Title VI into a large block grant of education programs.
