Comments filed in reply to, and in agreement with, the initial comments of the Center for Democracy and Technology (CDT), in which CDT opposed the petition for a rulemaking. ALA's comments note the unique position of libraries and other educational and cultural institutions that are likely to be adversely impacted by the proposed rulemaking.
