Business Meeting, Sunday, June 23

  1. Committee Reappointments: Committee members whose terms finished at Annual Conference 2002 were: Arevig Caprielian; Astghik Harutunyan; Nancy Kandoian; Sylva Manoogian; Ani Matosian; Arleen St. Aubin; Shahé Sanentz; Ardem Tajerian; Danila Terpanjian. All were willing to continue serving, but only Nancy, Sylva, Ani, Arleen, and Shahé were present in Toronto.

  2. Review of AGENDA and REPORT from Annual Conference Meetings
    Progress on Projects for 2002-2003
    • Membership drive: Southern California representatives have been the most active in recruiting new members and/or generating interest in ALLIC activities - David Hagopian, Cal State Fullerton LIS program; George Jamgochian, Glendale PL/LAPL; Zohara Kaye, Glendale Community College/UCLA GSEIS; Stella Nahapetian, LAPL; Ardem Tajerian, LAPL; David Tulanian, LAPL.A new prospective member, Caroline Zakarian, is a Master's student at the California State University, Fullerton.

    • Directory of Armenian publishers and bookstores: The directory will be web-based only. The existing information, initially compiled by Arleen, needs to be reviewed for currency, before being posted on the ALLIC web page. This information will also be available to Vladimir Wertsman, who is currently working on the 5th edition of the EMIERT-sponsored directory of ethnic publishers and bookstores.

    • ALLIC Web Page and Cyber-Communication: Ani continues her meticulous work of maintaining the ALLIC page and cyber-communication as secretary of the ALLIC Executive Board. Ani, Ardem, and Sylva will serve as a Cyber-Committee, to update information on the ALLIC web page (currently on Ani's ATT server), when the EMIERT web page migrates to the ALA server.

    • PRAXIS Program: SNM completed first 2 quarters of PRAXIS pre-doctoral program in Information Studies at UCLA (Winter and Spring 2003), and has been accepted into the PhD program in Information and Armenian Studies there (Fall Quarter 2003). She presented her research achievements at the 6th Annual Diversity Fair, 21 June 2003, and was a PRAXIS panelist on 22 June 2003; and will participate in the International Poster Session, 23 June 2003, with a presentation about the Calouste Gulbenkian Library of the Armenian Patriarchate of Jerusalem.

    • Library relationships:
      1. United States
        • Glendale Public Library: The Pacific Park Branch, under construction, is located in a neighborhood of Glendale, with heavy concentration of Armenian residents. $30,000 was spent for the acquisition of Armenian language books and other materials in this new facility. SNM is coordinating the work, with the assistance of Glendale PL staff.

          Sylva finished the first phase of work on the "Genocide Memorial Collection", which was inaugurated in April 2003, with information about it posted on the Glendale PL Library's website. It is being actively used, and titles will continue to be added to it.

          Glendale PL, one of the libraries surveyed and evaluated as an Armenian resource center for Clara Chu's class at UCLA GSEIS on Library Services in Culturally Diverse Communities (Zo Kaye and Sylva Manoogian), was the topic of a presentation at the ALA/CLA EMIERT program, "Diversity on Both Sides of the Border", Sunday, 22 June 2003.

          GPL is also one of the sites, where perceptions and attitudes of immigrant Armenians and Armenian-Americans toward libraries in the United States will be studied (Sylva Manoogian and Heawon Paick, for Chu's Social Science Research Methodology for Information Studies class). Other libraries to be studied will include: Los Angeles Public Library; Glendale Community College Library; UCLA Young Research Library; Armenian Library and Museum of America, Watertown, MA.
      2. Abroad
        • Armenia and Nagorno Karabagh:
          The Armenian Library Association celebrated its second annual National Library Week (NLW) in April 2003. The planned schedule of events included: 6 April - Radio-TV publicity; 7 April - Official opening; 8 April - Library Friends day; Family reading hour, 9:30pm; 9 April - Public libraries in the world of knowledge; 10 April - Library legislative day; meeting with delegates of the National Assembly; 11 April - University libraries and educational reform; 12 April - NLW closing event and press conference.

          It was proposed and approved that ALLIC become an affiliate of the Armenian Library Association (ArLA), and that committee members contribute toward the costs of publishing the official ArLA bulletin.

          Martuni (NKR) Library: The city of Martuni (NKR) Library building is being privatized by the Shahan Natalie Family Foundation and will be rehabilitated to incorporate a community center, an Internet center, and library facility for its 5,000 inhabitants. SNM spent 10 days (October 4-14), during which she met with the librarians there. She purchased $150 worth of children's books for addition to the existing library collection. SNFF is interested in completing the library building in a "Habitats for Humanity" style project, which will involve ALLIC and local participation.

          Khngo Apor National Children's Library: SNM has been invited to participate as keynote speaker and workshop presenter in the celebration of Khngo Apor National Children's Library's 70th anniversary in 6 to 13 October 2003 with an Armenia-Diaspora librarians' symposium "The Book as a Bridge to Cultural Preservation". The purpose of the gathering, to be held in October, is to create collaborative relationships between library workers of Armenia and Diaspora, in order to discuss such issues as an Armenian language collection development, staff exchange programs, resource and information think tank, meetings with authors, and other common concerns. Ruzan Donoyan, Khngo Apor Director, has already sent SNM her official letter of invitation.

          American University of Armenia (AUA): During the same visit, SNM will follow up on AUA's commitment to develop a regional library and information science faculty and training center at this English-language institution in Yerevan. AUA is affiliated with the University of California University system. SNM met with the president of AUA, Harutiun Armenian; and the chair of Information Studies at UCLA, Virginia Walter, both of whom have approved the concept of collaboration. SNM will investigate the feasibility of a 3-phase program: continuing education; certificate program; and graduate degrees, M.A. and PhD.

          Vartan Gregorian, President, Carnegie Corporation, participated in meetings at the National Library of Armenia on March 23 and at AUA on March 24. The Carnegie Corporation was a major funder of the South Caucasus Library Symposium, held in Tbilisi, Georgia, in May 2001, with the participation of American Library Association, and the Library Associations of Armenia, Azerbaijan, and Georgia.

        • Jerusalem, Israel
          Calouste Gulbenkian Library, Armenian Patriarchate of Jerusalem: SNM will return to Jerusalem from 26 July to 16 September 2003. During that time, she will continue preparatory work in the Library, preliminary to the installation of security, fire protection, and mobile shelving systems. She will also search the archives for further information regarding the Library as a Carnegie-style exemplar, and regarding the "diffusers of innovations", Patriarchs Yeghishe Tourian (1920-1929) and Torkom Manoogian (1990-present).

          Over the long term, ALLIC members may be involved in the Archives and Periodicals Conservation Project, a component of a larger archival program including the rehabilitation of the Mardigian Museum, the St. Toros Manuscript Library, and the Patriarchate's Armenian Genocide archives (the latter received a $20,000 contribution, which will enable collection and program development).

  3. South Caucasus Library Symposium, 26 to 30 September 2002, Yerevan
    The Carnegie Corporation funded the second South Caucasus Library Symposium, "Fostering Civil Society: Improving Access to Information in Academic Libraries in the South Caucasus", held in Yerevan, Armenia, September 26-30, with the participation of American Library Association, and the Library Associations of Armenia, Azerbaijan, and Georgia. This initiated a 2-year collaborative program among the three State University Libraries (Yerevan, Armenia; Baku, Azerbaijan; Tbilisi, Georgia). The program was highly successful. ALA IRC's Eurasia subcommittee met in Toronto to discuss plans for the third symposium in the cycle in 2004, Baku, Azerbaijan.

  4. ALLIC/AAIP/Armenian Library Assn Library Travel Tour 2002 (Armenia): Plans for this have been postponed until October 2005. Shahé will develop a fuller proposal for implementation according to the guidelines below, and will submit it for cyber-review by September 1.

    Scope: Prepare written outline be developed, articulating more particularly the goals, objectives, tasks, individual assignments, and timetable for their execution. The objectives will be developed by the ALLIC CA contingent.

    Tour dates and duration: October 2005, dates to be confirmed. Information about the tour will be shared with ALA units that have an interest in multicultural and international issues.

    Tour logistics: Travel with Savey, an agency in Glendale, CA, who is experienced in arranging group tours to Armenia has offered a travel and lodging package. Ara Manoogian (in Armenia and Artsakh) will help with local arrangements for touring/travel itineraries and logistics on site. The estimated cost will be roughly $2,000 per person.

    Tour objectives: Visiting key libraries/universities/museums, and networking with leading librarians/curators/intellectuals, as well as government officials concerned with information infrastructure in Armenia/Artsakh (Ministries of Education, Culture, etc.); an audience with the Catholicos of All Armenians and other dignitaries.

    The People of Ararat: In Search of Our Armenian Roots: June 24-30, 2004, Orlando (in collaboration with the Armenian Genealogical Society, Salt Lake City, UT).
    Plans for this program were discussed as part of the ALLIC Board meeting, Sunday, 22 June 2003. Proposed Co-Sponsors: IRC Eurasia-Central Asia Subcommittee/Emerging Democracies Sub-Bucket; PLA International Relations Committee (Make sure that program time does not conflict with EMIERT or IRC meetings).
