ALAWON: American Library Association Washington Office Newsline Volume 9, Number 75 September 21, 2000 In this issue: [1] Appropriations Update [2] IMLS Seeks Deputy Director for Library Services [3] IMLS Awards Recipients Announced [1] Appropriations Update The FY2001 Legislative Branch Appropriations bill, H.R. 44516, also includes the FY2001 Treasury-Postal Service bill and the conference report for both was rejected by the Senate yesterday by a vote of 69-28. The defeat was blamed on the method of combining the bills, one of which Treasury-Postal, the Senate had not voted on and the inclusion of a Congressional pay increase in an election year. Also in the bill is a repeal of the telephone excise tax. A conference committee on the FY2001 Interior Appropriations bill (H.R.4578) reportedly increased funding for the National Endowment for the Arts, but would divert the increase to a special fund for bringing arts to smaller and less frequently funded areas. The conference committee intended to meet again today. The conference report has not yet gone to House or Senate for approval. October 1 is the beginning of the new fiscal year, and because all the appropriations bills have not been finalized and signed by the President, it is expected that a Continuing Resolution will be approved by the end of next week to carry over governmental functions until appropriations bills have been completed. The conference report on the FY2001 Labor HHS Education Appropriations bill (H.R. 4577), has still not been printed, and as a result, yesterday the House passed a motion to instruct conferees to disregard the Senate bill which increased Title VI but specified new teacher hires and school construction to be included in the block grant, and instead to give the highest numbers to the Department of Education without the Senate stipulations. [2] Senior Management Opportunity: IMLS Seeks Deputy Director for Library Services IMLS seeks applications for the senior management position of the Office of Library Services (OLS) of the Institute of Museum and Library Services (IMLS), an independent Agency of the Federal Government. IMLS administers the Library Services and Technology Act. Nature of Position: This is the senior management position of the Office of Library Services (OLS) of the Institute of Museum and Library Services (IMLS), an independent Agency of the Federal Government. The incumbent reports directly to the Agency head. Through subordinate supervisors, the incumbent provides management and leadership to the OLS, which has responsibility for disbursing Federal grants of approximately $150 million annually to the Nation's libraries. Grants will go to fund projects that will help libraries and museums work together to enhance their collections and serve the public, as well as for library and information-science research, and projects to digitize library resources.
