ALAWON: American Library Association Washington Office Newsline Volume 9, Number 41 May 5, 2000 In this issue: [1] Call House Appropriations Committee ASAP; save funding for GPO and LC! URGENT ACTION ALERT: Call House Appropriations Committee ASAP; save funding for GPO and LC! GRASSROOTS ACTION NEEDED IMMEDIATELY: The Federal Depository Library Program (FDLP) and its parent organization, the Government Printing Office (GPO) as well as the Library of Congress (LC) are threatened with drastic budget cuts for FY2001. A critical vote is scheduled for Tuesday, May 9, by the House Appropriations Committee. The Legislative Subcommittee of the House Appropriations Committee marked up the FY2001 budget for the Legislative Branch on Tuesday, May 3rd. Proponents of the cuts cite this year's budget resolution (H. Con. Res. 290) to justify their proposed cuts. GPO TO BE CUT OVER 25%: At the subcommittee markup session it was revealed that GPO could receive over a 25% cut (or $ 77 million less than FY2000.) This would decimate the FDLP. Rumors abound that the intention of the budget cut is to eliminate tangible documents from the Depository Library program. Since there are over 25,000 titles still printed and full electronic access is not assured across the country, this is a severe blow to public access to government information. COPYRIGHT OFFICE COULD LOOSE $5 M.OF APPROPRIATE FUNDS: The Copyright Office at the Library of Congress could receive a $5 million dollar cut from its $12 million appropriated budget. One rumor is that this would cut 130 of the approximately 520 jobs in the Copyright Office. Other cuts may target the Congressional Research Service. This is a real threat even though there is still only sketchy information about the specific numbers proposed by the House Legislative Subcommittee and ALA may not find out more specfic numbers until the full Appropriations Committee meeting next week. IMMEDIATE AND STRONG GRASSROOTS PRESSURE IS NEEDED from depository librarians, library users, higher education as well as business and research interests that rely on access to Federal government information to fight these severe cuts.
