ALAWON: American Library Association Washington Office Newsline Volume 9, Number 24 March 27, 2000 In this issue: [1] HOUSE EDUCATION AND THE WORKFORCE COMMITTEE MAY MARKUP TECHNOLOGY TITLE AND TITLE VI The House Education and the Workforce Subcommittee has finalized draft legislation for Title III Technology and Title VI the block grant of the Elementary and Secondary Education Act reauthorization. These draft bills constitute some of the remaining titles that will be voted on as separate bills by the House Education and the Workforce Committee, perhaps as soon as March 29. Neither of the draft bills include Rep. Owens' H.R.3008, the school library media resources legislation. Rep. Owens plans to offer the bill as an amendment at the markup of the two bills. Title III Technology (short title "Tech for Success Act of 2000") The seven purposes of the legislation would 1) assist states and localities to implement innovative technology initiatives leading to student achievement; would 2) encourage the establishment or expansion of initiatives particularly public/private partnerships to increase access to technology in high need school districts; 3) would support electronic networks and innovative methods like distance learning to deliver courses and curricula for students in isolated regions; 4) support and disseminate evaluation; 5) support state and local efforts to identify software curriculum consistent with content and student performance standards; and 6) support use of technology to promote communication among parents, teachers and students. Public libraries are included in the bill as participants in partnerships with schools. It is our understanding that the Committee will vote on whether to include a filtering mandate similar to the Franks legislation ("harmful to minors legislation") in the technology title. (see the June 18 ALAWON at http://www.ala.org/washoff/alawon/alwn8063.html) Title VI-block grant Essentially, the Title VI block grant has expanded in this draft to include fifteen eligible options (instead of the 9 currently) for spending the grant. The number is comparable to the Senate bill, S. 2, but the list of choices are different. ACTION NEEDED: School library supporters should contact members of the House Education and the Workforce Committee. (Attached is the listing of the House Committee members) THE MESSAGE: 1) Oppose any filtering measure on either the Technology draft or the Title VI draft. Decisions on Internet content should be made at the local level with input from the community involved. 2) Include H.R.3008 the school library media resources bill in the Technology draft. Students with good school libraries and certified school library media specialists show gains in student achievement.
