James Schmidt Named to COPA Commission C. James Schmidt, a professor of library and information science at San Jose State University and ALA member, has been appointed to the Commission on Online Child Protection by Rep. Dick Gephardt (D-MO). The Commission, which was established with the passage of the Child Online Protection Act (COPA) in the October 1998 omnibus appropriations bill, is charged with identifying "technological or other methods that will help reduce access by minors to material that is harmful to minors on the Internet." Schmidt has also worked as a librarian in public and academic libraries in Michigan, Texas, Ohio, New York, Rhode Island and California. He has served as library director at the State University of New York, Albany and Brown University. He has been a chair of the ALA Intellectual Freedom Committee and has served on the Library and Information Technology Association's Technology and Access Committee. Schmidt holds a master's degree from Columbia University in New York and a doctorate from the School of Library and Information Studies at Florida State University. Speaker of the House Dennis Hastert and Senate Majority Leader Trent Lott each allowed their minority counterpart to make three appointments. Since the Commission appointments have only now been completed, talks are taking place within the congressional leadership to extend the deadline. [2] President Clinton Names Bobby L. Roberts to serve as a member of the National Commission on Libraries and Information Science. Dr. Bobby L. Roberts, of Little Rock, Arkansas, has served on the Commission since 1994. He has served as the Director of the Central Arkansas Library System in Little Rock since 1989 where he manages seven libraries. From 1978-1982 and 1984-1989, he served as the Head of Archives and Special Collections at the University of Arkansas at Little Rock. He also served on the Board of the Arkansas Department of Correction, the Delta Cultural Board, and the State Review Committee for the Arkansas Historic Preservation Program. He has taught courses on American history, archival administration, and library science. Dr. Roberts received a B.S. degree from the University of Central Arkansas, Conway, a M.L.S. degree from the University of Oklahoma, and M.A. and Ph.D. degrees from the University of Arkansas, Fayetteville. The U.S. National Commission on Libraries and Information Science is a permanent, independent agency of the federal government composed of fourteen members, serving five-year terms, and two ex officio members.
