Schumer Introduces the Andrew Carnegie Libraries for Lifelong Learning Act; Senate Cosponsors Needed On June 15 Sen. Charles Schumer (D-NY) introduced the Andrew Carnegie Libraries for Lifelong Learning Act (S. 1223). "Eighty- five percent of America's nearly 16,000 libraries require expansion or renovation," said Sen. Schumer in his floor statement. The legislation would create a new Chapter 3, Public Library Construction and Technology Enhancement, to the Library Services and Technology Act. Grants would be provided to states for (1) construction of new buildings; (2) acquisition, expansion, remodeling and alteration of existing buildings; and (3) purchase, lease and installation of equipment for any new or existing buildings. The principal criterion for selection will be evidenced by the library's systematic and ongoing commitment to public service through exemplary and innovative programs and community partnerships. The award will be made by the Director of IMLS with the advice of the National Commission on Libraries and Information Science (NCLIS). Any individual may submit a nomination and nominations of libraries of all sizes and types are encouraged.
