The grant program will be run from the office of elementary and secondary education. The office expects applications for the program to be forwarded to states by February 1999 with grant announcements due around the end of May. School library media specialists should check the Department's of Education's Web site for further details about the main program grants and other FY1999 major new initiatives at http://www.ed.gov/inits/FY99/index.html. The legislation also includes Even Start literacy programs which will distribute around $10 million. Each state should receive a minimum of $100,000. Applications should be available in February 1999, due back at the Department of Education by April, and grants announced by May. Public libraries are included specifically in the legislation and could be sites for instruction either after school or during the summer. Washington, DC - Diane Frankel, Director of the Institute of Museum and Library Services, today made grants today totaling $135,366,938 to library agencies in the fifty states, the District of Columbia, and the U.S. territories. This marks the second time these annual awards have been made through the Library Services and Technology Act (LSTA). Ms. Frankel said, "We are pleased to make this second round of state library grants. Whether serving researchers, students or the general public, all types of libraries in every state are offering new ways to help people find and use the information they need. This funding provides critical support for the library services Americans depend on." The Library Services and Technology Act (LSTA), part of the Museum and Library Services Act of 1996, promotes access to learning and information resources of all types of libraries. Through the legislation, the Institute of Museum and Library Services provides funds to state library agencies using a population-based formula (see the State Allocation Table below or at http://www.imls.fed.us./lsta99allot.htm). The State Library Agencies develop programs that address the unique needs of their States, sometimes through competitive sub-grants to libraries and sometimes through statewide initiatives and services. LSTA has two funding priorities. It funds activities using technology for information sharing between libraries and between libraries and other community services. It also supports programs making library resources more accessible to urban or rural residents or those who have difficulty using library services. The Institute of Museum and Library Services was created by the Museum and Library Services Act of 1996. It is an independent Federal grantmaking agency that fosters leadership, innovation and a lifetime of learning by supporting museums and libraries.
