BINGHAM AND MARTHA B. GOULD AS MEMBERS OF THE NATIONAL COMMISSION ON LIBRARIES AND INFORMATION SCIENCE According to a January 29 White House press release, the President has announced his intent to nominate Rebecca T. Bingham and Martha B. Gould to serve as members of the National Commission on Libraries and Information Science. Ms. Rebecca T. Bingham, of Louisville, Kentucky, has served as the Director of Library Media Services for the Jefferson County Public Schools in Kentucky since 1975. She has been a library information specialist since 1951. Ms. Bingham has served on the Executive Board and Council of the American Library Association, the Kentucky Governor's State Advisory Council on Libraries, and as a Trustee of the Freedom to Read Foundation. She has also served as a member, board member, and officer for many other local, state, and national groups. Ms. Bingham received a B.S. degree from Indiana University, an M.A. degree from the University of Tulsa, and an M.L.S. degree from Indiana University. Ms. Martha B. Gould, of Reno, Nevada, is a part-time lecturer on Library Administration at the University of Nevada Division of Continuing Education. Ms. Gould was first appointed to the National Commission on Libraries and Information Science in 1994. She worked in a number of capacities in various libraries from 1956, until her retirement in 1994. Ms. Gould has been a member of the American Library Association since 1974, and is a life-time member of the Nevada Library Association. She also served as a delegate to the Library of Congress Pre-White House Conference on the National Research and Education Network. Currently, Ms. Gould is a consultant to the Nevada State Library and Archives for Library Trustee training and the development of the Nevada Center for the Book. The National Commission on Libraries and Information Science was established in 1970 to plan and advise governments and agencies on library and information services to meet the needs of the people of the United States through federal cooperation with state and local governments, and public and private agencies. _________________________________________________________________ NEW AND UPDATED DOCUMENTS FROM THE SLC; WEB SITE DELAYS BEING ADDRESSED To help educators and librarians through the E-rate application process, the Schools and Libraries Corp. released on February 3 an updated list of services eligible for discounts under the Universal Service Fund (last reported in ALAWON v7, n11, January 30, 1998). The list includes more than 50 items under the broad categories of telecommunications services, Internet access, and internal connections. The list can be found at http://www.neca.org/funds/faslc.htm. The new list does include some items for which FCC decisions about eligibility are still pending. These include Channel Service Unit (CSU)/Data Service Unit (DSU) and satellite dishes. Final determination on these items is expected within the next month. SLC has also released a "Fact Sheet on Billed Entities" designed to help libraries and schools that are filling out applications. It is available from http://www.neca.org/funds/faslc.htm. Print copies of both of these documents can be requested from the SLC toll free at 1-888-203-8100. On February 4 SLC released a statement indicating that they have identified the source of delays on their Web site. The delays have caused some users to be bumped off the SLC site during the application process for universal service discounts, leaving their applications unfinished. Unfinished applications can either be resumed online or can be supplemented by finishing the application on a paper form 470 and mailing it to the SLC. Any paper supplement to an online application must include the Universal Service Control Number assigned to the application during the online application process. Paper supplements should be mailed to the SLC at the address provided on the form (SLC, P.O. Box 4217, Iowa City, IA 52244-4217).
