This position, created by the recent Library Services and Technology Act, would have responsibility for the Office of Library Services, and, under the Director, for the administration of LSTA. The full IMLS posting follows: _________________________________________________________________ Institute of Museum and Library Services Office of the Director OFFICE OF LIBRARY SERVICES DEPUTY DIRECTOR INTRODUCTION This position serves as Deputy Director of the Institute of Museum and Library Services. The position is directly responsible to the Director. The Deputy participates fully in the development and formulation of Institute policy with direct responsibility for Office of Library Services. Makes policy recommendations to the Director and executes these policies through his/her supervisory role of program director. SALARY RANGE $75,935 - $98,714 DUTIES AND RESPONSIBILITIES Serves as a key member of agency management team by participating with the Director in formulating, reviewing and revising policies and objectives of the Institute's programs and administrative operations, assuring that such policies are in keeping with the philosophy of the current administration and Congressional mandates. Interprets, endorses, represents and promotes the Director's policies in dealing with the Congress, the White House, and the Institutes constituency. Works with Senior Staff to implement compliance with all Director's policies within the agency. In this connection, provides operational advice, counsel, and assistance to the Office Director by setting goals and allocating necessary resources. Identifies problems and needs for revising programs in line with new developments and directions resulting from program review, evaluations and consultations with the National Museum Services Board and National Commission on Libraries and Information Science, Federal agencies professional groups, private foundations, the field, and advisory panels. Assists the Director in promoting ongoing quality improvement, developing strategic plans, and measuring results. As directed, frequently represents the Director in top-level programmative planning and policy discussions with the Office of Management and Budget, other government agencies, and Congressional committees and in Director's absence. Represents the Director and speaks for the Institute at national or international meetings related to the library community or to other groups. Coordinates and participates in national conferences related to OLS programs. Coordinates with Deputy Director of OMS to maximize the use of resources for strengthening library services and collaborative projects. WORK QUALIFICATIONS This is a Senior Staff position with the Institute of Museum and Library Services. Extensive senior management and library experience is essential for position. Educational qualifications include graduate degree in library studies or related area; plus ten years management experience in a mid-sized to large institution. Broad knowledge of the field is essential. The individual must be familiar with libraries, library professional organizations, as well as Federal agencies. Strong interpersonal skills, proven administrative and supervisory skills are critical. Administrative experience should include budgeting, program management and policy planning. Well developed verbal and writing skills are essential. The ability to work with and relate easily to a wide variety of people is very important. SUPERVISORY CONTROLS The incumbent reports directly to the Director of the Institute. Carries out assigned functions under very general guidance. Directions are formulated through policy making meetings and informal conversations with the Director. Performance is judged by the overall quality of the above activities.
