Frank Riggs' (R-CA) office reported that Riggs' subcommittee, Early Childhood, Youth and Families, is holding a hearing on Wednesday, May 21 to solicit opinions on a draft piece of legislation on juvenile justice and prevention. The staff member said the bill would have two components: law enforcement and prevention programs. The prevention programs would be a block grant which "we hope can go to more than just the traditional groups that get money." He said they were trying for bipartisan support. Action Needed: ALA will be attending this hearing and will prepare a statement for the record. However, Mary Costabile, ALA Washington Office associate director (phone 800/941-8478), requests that young adult librarians phone subcommittee members and stress the importance of including libraries as organizations able to participate in the proposed block grant. (Note: There is no bill number as yet since the legislation is currently in draft form.) This is an excellent opportunity to make YOUR voices heard on behalf of the young adult population, particularly those at risk. If you currently are conducting a youth at risk prevention program in your library, please mention that to your congressional member's office. Below is a list of the members of the subcommittee.
