This final rulemaking is in response to the Telecommunications Act of 1996 and the Snowe-Rockefeller Amendment designating libraries and schools as universal providers eligible for such discounts on telecommunications rates. The FCC is expected to announce how large the discounts will be and to what services they will apply. In response the FCC has established three listservs to help the library and education communities stay connected and receive FCC education information. 1. FCCsend is a non-interactive listserv on the FCC's latest updates and suggestions for preparing your library or school to get the most out of communications technology. FCCshare is an interactive listserv through which you can communicate with other librarians, students, teachers, administrators, and parents who are using or preparing to use technology.
