****Begin File*************Begin File**************Begin File**** ***************************************************************** ISSN 1069-7799 ALAWON ALA Washington Office Newsline An electronic publication of the American Library Association Washington Office Volume 4, Number 90 October 25, 1995 In this issue: (86 lines) CONFEREES ANNOUNCED FOR BILL CONTAINING LSTA, H.R. 1617 NO ACTION TAKEN ON APPROPRIATIONS FOR LABOR, HHS, & EDUCATION ***************************************************************** CONFEREES ANNOUNCED FOR BILL CONTAINING LSTA, H.R. 1617 On October 19, the Senate announced conferees for H.R. 1617, the CAREERS bill as Senators Nancy Kassebaum (R-KS), Jim Jeffords (R-VT), Dan Coats (R-IN), Judd Gregg (R-NH), Bill Frist (R-TENN), Mike DeWine (R-OH), John Ashcroft (R-MO), Spencer Abraham (R-MI), Slade Gorton (R-WA), Edward Kennedy (D-MASS), Claiborne Pell, (D-RI), Christopher Dodd (D-CT) Paul Simon (D-IL), Tom Harkin (D-IA), Barbara Mikulski (D-MD), and Paul Wellstone (D-MN). On October 23, the House announced conferees for the bill as well. The House conferees are William Goodling (R-WI), Steve Gunderson (R-WI), Randy Cunningham (R-CA), Howard McKeon (R-CA), Frank Riggs (R-CA), Lindsey Graham (R-SC), Mark Souder (R-IN), Bill Clay (D-MO), Pat Williams (D-MT), Dale Kildee (D-MI), Thomas Sawyer (D-OH), and Gene Green (D-TX). It is not clear when conference will occur on the House and Senate bills. We will update you further as information is received. ACTION NEEDED: In the Senate provisions for reauthorization of the Library Services and Construction Act were included in S. 143, the Workforce Development Act on October 11. The Senate provisions are the same as those approved by ALA and other library groups. A clear message for library supporters to convey is that it is imperative to pass the LSTA reauthorization this year. ***************************************************************** NO ACTION TAKEN ON APPROPRIATIONS FOR LABOR, HHS, AND EDUCATION As of this writing, the FY96 Labor, Health and Human Services and Education Appropriations bill is still awaiting Senate action. H.R. 2127 was scheduled to be voted on by the full Senate but was rejected twice because of a striker-replacement bill that had been included in the bill. Since appropriations bills can come up at any time, it was rumored that the bill would be voted on the week of October 16-20, but that did not occur. There is not much time left and several appropriations bills remain to be passed and signed into law before the November deadline. Once H.R. 2127 is passed by the Senate, conference between the House and Senate must occur and the conference report passed by both bodies before it can be sent to the President.
