During floor action on Wednesday, Rep. Porter (R- IL) offered an amendment to restore cuts for a variety of health, labor and education programs saying that a few mistakes had been made. Porter added back funding for vocational/technology education, arts and education, the library literacy program, the National Institute for Literacy and Reading is Fundamental. These restorations were offset by further cuts in Pell grants, the Eisenhower Professional Development and Title I of ESEA. The Congressional Record of March 15 (HR 3242-3243) quotes Rep. Obey (D-WI) saying "this amendment is what I would put in the category of 'Thank You for Small Favors.'" Obey said he was not happy that the restorations were taken from further cuts in education programs. The House agreed to the Porter amendment and approved an amendment from Rep. John Murtha (D-PA) which required the net budget authority savings be used for deficit reduction. The House passed HR 1158 March 16 by a vote of 227-200. The bill will now go to the Senate Appropriations Committee. Library supporters should contact their U.S. Senators as the rescission process moves forward. ALAWON will provide additional information as it becomes available. *************************************************************************** NEH FELLOWSHIP APPLICATION DEADLINE SET FOR MAY 1 The deadline for applying for NEH Fellowships is fast approaching. Fellowships are available for up to twelve months for study or research on projects that will make significant contributions to the humanities. Scholars associated with institutions such as libraries, museums, and historical societies are eligible and should apply by May 1, 1995. C. 20506, phone: 202/606-8466. *************************************************************************** SENATE HEARINGS BEGIN ON S. 277 - PERFORMANCE RIGHTS IN DIGITAL WORLD The Senate Judiciary Committee concluded hearings on S. 227, Performance Rights in Sound Recordings Act of 1995, on March 9. Bruce Lehman, Commissioner of Patents and Trademarks, and Marybeth Peters, Register of Copyrights, testified along with numerous representatives from the recording industry. S. 227 is written to recognize the exclusive right of a copyright owner in a sound recording to perform the copyrighted work publicly by means of a digital transmission.
