REPRESENTATIVE RUSH HOLT INTRODUCES CHILD LITERACY LEGISLATION Representative Rush Holt has reintroduced his legislation from the last Congress, H.R. 116, that would establish a program to promote child literacy by making books available through early learning and other child care programs. This legislation would establish a stamp for this purpose. There were 38 co-sponsors for the legislation last year, but the bill was not considered in the House Subcommittee on 21st Century Competitiveness. This year the bill has been re-introduced as H.R. 126 with the short title of the "Book Stamp Act." The bill would fund the program through sale of a special stamp and grants would be distributed through the Secretary of Health and Human Services to early childhood providers.
