================================================================= ALAWON Volume 5, Number 70 ISSN 1069-7799 October 1, 1996 American Library Association Washington Office Newsline In this issue: (49 lines) SENATE PASSES LSTA AND FUNDING; PRESIDENT SIGNS BILL _________________________________________________________________ SENATE PASSES LSTA AND FUNDING; PRESIDENT SIGNS BILL The Senate has passed the omnibus funding measure containing the Library Services and Technology Act (LSTA) plus funding for library and education programs and numerous government agencies. While the bill number mentioned yesterday, H.R. 3610, was also involved in the complex end-of-session negotiations and parliamentary maneuvering, the omnibus appropriations bill is actually H.R. 4278. This is the 3,000 page weighty tome that the Senate passed on September 30 by a vote of 84-15. The President signed the measure the same evening--before the beginning of the 1997 fiscal year today, October 1. It is expected that the Department of Education will send LSCA funds promptly to state library agencies with approved applications on file, and that the transition to LSTA and to the Institute of Museum and Library Services will then begin. Thanks again to the many library advocates who helped in the reauthorization and funding efforts. Further issues will provide more detail on this and other end-of-session developments.
