Seeking to provide multiple avenues for final action on the Library Services and Technology Act, the House this afternoon (9/27/96) passed LSTA for the third time. By voice vote, the House took up and passed S. 1972, a Senate-passed measure to which the House added several items, including LSTA. S. 1972 is the Older Americans Indian Technical Amendments Act. To this base, the House added the library/museum package, a Student Debt Reduction Act making technical corrections to student loan programs, and one-year extensions of adult education, vocational education, and literacy programs. The bill now goes back to the Senate. Early reports are that although the Senate is also trying to achieve final enactment of LSTA, the mix of programs in the House-passed version of S. 1972 may not be acceptable. House Economic and Educational Opportunities Chairman William Goodling (R-PA) managed the floor consideration of S. 1972. He spoke of the programs added by the House as important provisions that must be enacted before the end of the session. He called LSTA more efficient and flexible, new and more modern. Rep. Pat Williams (D-MT), representing the minority on the bill, noted that the library and museum provisions were developed and supported by ALA, of which he was a member, as well by the National Commission on Libraries and Information Science, and the Institute of Museum Services. Thanks are due once again to House members for their dedication to final passage of LSTA, and especially to members of the Economic and Educational Opportunities Committee. We'll provide more information as this cliff-hanger of a legislative scenario unfolds.
