SCOTT APPOINTED DEPUTY LIBRARIAN OF CONGRESS _________________________________________________________________ GPO PROPOSES CHANGES TO DEPOSITORY LIBRARY LAW On August 22 the Government Printing Office (GPO) sent proposed changes in the law governing the Federal Depository Library Program (FDLP) to Senator John Warner (R-VA), chair of the Senate Committee on Rules and Administration. Public Printer Michael DiMario said the proposed changes would "facilitate the transition to a more electronic FDLP." The full text of the proposed changes to Chapters 17 and 19 of Title 44, United States Code can be found on GPO's Web site: http://www.access.gpo.gov/su_docs/dpos/aspecial.html Highlights of the proposed changes include: o Rename the Federal Depository Library Program the Federal Information Dissemination and Access Program. Participating libraries would be known as Federal Information Access Libraries. o Establish that access to government information products available through government electronic information services would be provided at no charge to program libraries and that all information products received or accessed through the program would be made available free to the public. o Establish that the Superintendent of Documents (SuDoc) would ensure access to government information products on federal Web sites and online services. Government agencies would notify the SuDoc when providing electronic source data files and when initiating, modifying, or terminating an electronic product. o Establish that the cost responsibility for providing access to products through electronic information services be analogous to that for tangible products. However, as statue requires some government agencies to charge for access to electronic products, a minimum level of service would be provided at no cost to the program. The SuDoc would also be able to requisition additional access at a reasonable cost to ensure information is in the program. o Charge the SuDoc with providing cataloging and locator services which would direct program libraries and the general public to government information products in tangible formats and those available via electronic information services. The Locator Service defined in the GPO Access Act would be used. o Charge the SuDoc with establishing a system whereby government information products available through government electronic information services would be maintained permanently for program library and general public access. SCOTT APPOINTED DEPUTY LIBRARIAN OF CONGRESS According to the September 4 press release from the Library of Congress, Donald L. Scott, retired Army brigadier general and vice president and national director of the AmeriCorps National Civilian Community Corps, has been appointed Deputy Librarian of Congress after an extensive nationwide search. He will assume his duties at the Library on or about September 30, 1996. Librarian of Congress James H. Billington has given Gen. Scott full authority to manage the day-to-day administration of the Library's internal operations, making Library-wide decisions consistent with the Librarian's directions and established policies. The Deputy Librarian will allocate financial and other resources, monitor the Library's operational progress and ensure that the Library's mission is carried out and its objectives are met. Gen. Scott received his B.A. in graphic arts from Lincoln University in Jefferson City, Missouri, in 1960, as well as a second lieutenant in the U.S. Army, and his M.A. in counseling and human development from Troy State University in Montgomery, Alabama, in 1982. _________________________________________________________________ ALAWON is a free, irregular publication of the American Library Association Washington Office.
