================================================================= ALAWON Volume 5, Number 23 ISSN 1069-7799 April 29, 1996 American Library Association Washington Office Newsline In this issue: FINAL FY96 FUNDING IN PLACE AT LONG LAST _________________________________________________________________ FINAL FY96 FUNDING IN PLACE AT LONG LAST The Omnibus Appropriations bill, H.R. 3019, was passed by both the House and the Senate April 25; the President signed the bill the next day. H.R. 3019 provides funding for the remainder of the current fiscal year for several agencies. This action puts final FY96 funding in place for Department of Education programs, including the Library Services and Construction Act and the Higher Education Act library funding. Several short term continuing resolutions had allowed release of some funds at reduced levels, but a budget impasse between Congress and the White House stalled final action until seven months into the fiscal year. Funds for library programs are those earlier agreed to by both the House and Senate in their versions of H.R. 3019, but are much higher than earlier House-passed levels: PROGRAM FY95 FY96 1ST FY96 1ST FY96 (in thousands) APPROP.
