Senator Simon would appreciate library community support for this amendment, to be offered today to H.R. 3019, the omnibus appropriations and continuing resolution measure that funds several unfunded departments and agencies for the remainder of the fiscal year. Senator Simon has included his LSCA VI restoration as part of his amendment to add $60 million for various programs, including $5.2 million for the Vista Literacy Corps, $754,000 for prison literacy programs, and $45 million for Senator Simon's Extending Time for Learning Act, to support school districts seeking to extend the school year or school day. To pay for this amendment, the direct student loan program would be reduced by $60 million through implementation of minor reforms to the program. Yesterday, the Senate agreed to a major restoration of education and other domestic spending priorities requested by the Administration, including $815 million for ESEA Title I, $137 million for Head Start, $60 million for Goals 2000, and $90 million for college grants and loans, sponsored by Senator Arlen Specter (R-PA) and Senator Tom Harkin (D-IA), chair and ranking minority member of the Labor, Health and Human Services, Education Appropriation Subcommittee. The total $2.7 billion added back for domestic programs was offset from non-education program cuts. Once the Senate completes action on H.R. 3019, it must go back to the House for further action on the Senate's amendments to the House-passed bill.
