House conferees agreed with the Senate to restore Library Services and Construction Act title II construction and technology enhancement funding to current levels. Conferees split the differences on the Senate's rearrangement of Higher Education Act library funding. Increases proposed by the Senate for LSCA III and HEA II-B research and demonstrations were moderated. Funding for the new educational technology program under the still-to-be- finalized reauthorization of the Elementary and Secondary Education Act was set by the conferees at $40 million. No funds were provided for the separate school library resources provision in the House-passed ESEA bill. See the table below for the conference figures known at this writing. More detail will be provided when the conference report is issued. Until then it is not clear, for instance, for what purposes the final amount for HEA II-B research and demonstrations is to be spent. Once the conference report is issued, it must be approved by both House and Senate and sent to the President for signature. Under the conference agreement, the Eisenhower professional development program would be funded at $320,298,000. Late note, the conference report (H. Rept. 103-733) states: The conference agreement includes $6,500,000 for library research and demonstration activities instead of $8,270,000 as proposed by the Senate. The House bill did not include funding for this purpose. The conferees direct the Secretary to use $5,000,000 to fund additional projects that competed in 1994 for demonstration of on-line and dial- in access to a statewide, multitype bibliographic data base through a statewide fiber optic network. Also included is $1,500,000 for a new demonstration grant making Federal data bases available to consumers by connecting colleges and universities with a public library and an historic library.
