Published on May 5 in the _Federal Register_ and originally scheduled to go into effect September 4, the rule would have imposed new restrictions on the advertisements and products mailable at special bulk nonprofit third- class postal rates. The notice delaying implementation of the rule was published in the August 5 _Federal Register_, p. 39967. An amendment in the Senate version of H.R. 4539, the appropriations bill that includes postal funding, would allow third-class nonprofit publications to accept advertising and retain nonprofit rate eligibility. The outcome of this amendment, offered by Sen. Dennis DeConcini (D-AZ), will be determined by a House-Senate conference on the funding bill. The House-passed H.R. 4539 does not include such an amendment. The Alliance of Nonprofit Mailers, a coalition to which ALA belongs, had indicated that regardless of the outcome of the DeConcini amendment, the earliest the delayed rule would go into effect is 120 days after the conclusion of events in Congress. This is likely to push the date back to at least January 1, 1995. *************************************************************************** NEH REFERENCE MATERIALS GRANT FUNDING IS AVAILABLE The National Endowment for the Humanities Reference Materials Program supports projects to prepare reference works that will improve access to information and resources. Support is available for the creation of scholarly tools for the advancement of research or for general reference purposes. Some examples would be dictionaries, historical or linguistic atlases, encyclopedias, reference grammars, databases, and textbases. Grant funding is also available for projects that result in scholarly guides that allow researchers to determine the usefulness of specific materials for their work. Projects such as bibliographies, bibliographic databases, catalogs, indexes, union lists, and other guides to materials in the humanities are eligible for support. In both areas, tools and guides, funding is available for projects that address important issues related to the design or accessibility of reference works. The application deadline is SEPTEMBER 15 for projects beginning after July 1, 1995.
