RESOLUTION ON FY 1995 APPROPRIATIONS FOR LIBRARY PROGRAMS CD 21.8, sponsored by the Committee on Legislation and passed by Council on June 29, 1994. RESOLVED, That the American Library Association urge the Senate Appropriations Committee to fund all currently funded Library Services and Construction Act and Higher Education Act library programs at least at FY 1994 levels; and, be it further RESOLVED, That the American Library Association urge the Senate Appropriations Committee to reserve funds for the school library media resource provisions of pending legislation to reauthorize the Elementary and Secondary Education Act. --------------------------------------------------------------------------- RESOLUTION ON LSCA REAUTHORIZATION CD 21.9, sponsored by the Committee on Legislation and passed by Council on June 29, 1994. RESOLVED, That the American Library Association support a timely revision of the Library Services and Construction Act with the following policy directions: Principles -- to continue a state-based, flexible approach; Purpose -- to stimulate excellence and enhance equity in the delivery of library services to the public within a framework of accountability; Title A -- to improve library services so that all people have convenient and appropriate access to information delivered by libraries through new and emerging technologies; Title B -- to improve library and information services targeted to those of all ages and cultures who have difficulty getting to a library, who need special materials or services, or who would benefit from outreach services for equity of access to library services and information technologies, including children (from birth through age 17), living below the federal poverty level; and, be it further RESOLVED, That ALA create a broadly representative mechanism for redefining other federal roles and addressing national needs in library and information services, such as research and development, technology, education and training, that require a national as well as a state-based approach; and, be it further RESOLVED, That ALA affirm that its policy directions are flexible enough to work with the Administration and Congress and other interested parties, who are expected to make recommendations concerning federal library programs. --------------------------------------------------------------------------- RESOLUTION ON THE LIBRARY OF CONGRESS CD 21.10, sponsored by the Committee on Legislation and passed by Council on June 29, 1994. RESOLVED, That the American Library Association support the proposed Library of Congress Financial Reform Act and encourage prompt enactment by the United States Congress. --------------------------------------------------------------------------- RESOLUTION ON COPYRIGHT REFORM ACT CD 21.11 sponsored by the Committee on Legislation and passed by Council on June 29, 1994. RESOLVED, That the American Library Association oppose legislative efforts such as the Copyright Reform Act that will fundamentally alter the U. S. Copyright Act of 1976 and alter a carefully crafted process that protects the rights of authors and copyright owners; and, be it further RESOLVED, That the American Library Association work to maintain a registration system that allows for deposit of copies of works to the U. S. Copyright Office and the Library of Congress; and, be it further RESOLVED, That copies of this resolution be sent to House and Senate Judiciary Committees. --------------------------------------------------------------------------- RESOLUTION ON INTELLECTUAL PROPERTY PRINCIPLES CD 21.12, sponsored by the Committee on Legislation and passed by Council on June 29, 1994. RESOLVED, That the American Library Association support the Association of Research Libraries' statement of Intellectual Property Principles; and, be it further RESOLVED, That the American Library Association work with the library community, the Administration, Congress, publishers, and developers of new media to make these Principles work in the implementation of the National Information Infrastructure. --------------------------------------------------------------------------- RESOLUTION ON TELECOMMUNICATIONS POLICY CD 21.13, sponsored by the Committee on Legislation and passed by Council on June 29, 1994. RESOLVED, That the American Library Association recommend to Congress and the Administration that any new telecommunications legislation include the following: 1) Ensuring public access to telecommunications services, both during the transition to the new technological environment and thereafter; 2) Reducing barriers by employing preferential rates, set asides, least cost access, universal service contributions, and other approaches appropriate for the technology; 3) Including a process for assessment and review of the impact of the change in the regulatory environment on the public interests including libraries and all of education and state and local government; and 4) Ensuring that open data network standards are developed and used which will allow open access and interoperability and avoid control of access to the new environment by only a few; and, be it further RESOLVED, That copies of this resolution be forwarded to the appropriate Administration officials and Congressional committees. --------------------------------------------------------------------------- RESOLUTION ON USE OF PERMANENT PAPER BY STATE AND LOCAL GOVERNMENTS CD 21.14, sponsored by the Committee on Legislation and passed by Council on June 29, 1994. RESOLVED, That the American Library Association encourage the U. S. National Commission on Libraries and Information Science to conduct a survey to identify those states where neither legislation nor an executive order mandates the use of permanent paper for producing state and local documents and publications of enduring value, as an essential first step in renewing efforts to stimulate such legislation. --------------------------------------------------------------------------- RESOLUTION ON LIBRARIES AND CRIME PREVENTION PROGRAMS CD 21.15, sponsored by the Committee on Legislation and passed by Council on June 29, 1994.
