A resolution based on this proposal is expected to be an action item for the ALA Committee on Legislation at the ALA Annual Conference in Miami Beach in late June. LSCA is due for renewal soon by Congress, so the library community proposal would be input for the reauthorization process. The proposal emphasizes the federal role in stimulating access to library services through technology and in stimulating access to library services through special services (outreach). The proposal is responsive to the Administration's National Information Infrastructure initiatives, the National Education Goals, the 1991 White House Conference on Library and Information Services, and to new federal accountability measures and evaluation measures. The Task Force, which began its work about 18 months ago, includes representatives from the ALA Committee on Legislation, ALA's Association of Specialized and Cooperative Library Agencies, ALA's Public Library Association, the Chief Officers of State Library Agencies, the Urban Libraries Council, the U.S. National Commission on Libraries and Information Science, and with observers from the Office of Library Programs, Department of Education. Staff support was provided by the ALA Washington Office. The Task Force solicited and received input from throughout the library community, and believes the proposal has been strengthened through this process. The "consensus document" is now available for consideration by the parent bodies of Task Force members, and for comment by other interested parties.
