REED OF RHODE ISLAND--SCHOOL LIBRARY BILL CHAMPION On Tuesday, February 1, Representative Jack Reed (D-RI) proposed HR 1151-- the Elementary, Secondary School Library Media Bill as an amendment to HR 6, the Elementary and Secondary Education Act reauthorization bill, and the amendment was approved by the subcommittee. The full Education and Labor Committee will consider HR 6 on Tuesday, February 8. The Elementary, Secondary School Library Media Bill proposes dedicated funding for school library media resources. The authorization level for FY95 would be $200,000,000 and "such sums as may be necessary" for each of the following years. Reps. Reed and Gunderson (R-WI) spoke in favor of the amendment, and Representative Reed showed committee members copies of titles of obsolete and inaccurate books which had just been discarded by a high school librarian. Action Needed: Thank Subcommittee members for adopting HR 1151 as an amendment to HR 6. Contact members of the Education and Labor Committee and ask for support of HR 6 as amended by the Subcommittee. Ask them to resist any attempts to strip the Elementary, Secondary School Library Media bill from the legislation. *************************************************************************** PENNY-KASICH AGAIN AND AGAIN AND AGAIN In a move sure to be repeated throughout the next budget and appropriations cycle, Reps. Tim Penny (D-MN) and John Kasich (R-OH), joined by Reps. Jim Nussle (R-IA) and Gary Condit (D-CA) on January 28, released a list of about 70 spending cuts that could be used to fund disaster relief for the California earthquake. Proposed cuts included the now-famous reduction of the Federal workforce by 252,000 as well as cuts of 7.5 percent in Legislative Branch Appropriations (Library of Congress and GPO would be impacted here); 5 percent cut in Executive Office of the President and elimination of 4 education programs, LSCA II--Library Construction included. The intent was to offer pay-as-you-go cuts in spending to offset the emergency aid to California. Appropriators considered the emergency aid package to California on Tuesday, February 1, and rejected an amendment offered by Rep. John Myers (R-IN) to offset the spending with the Penny-Kasich proposal. The supplemental appropriations bill will also include $750 million for highways still needing repair from the 1989 San Francisco earthquake and $1.2 billion for military peace-keeping operations in Somalia, Bosnia, Iraq and Haiti.
