Keep in touch with ALAWON for the most up-to-date information on library legislation. *************************************************************************** OFFICE OF CONSUMER AFFAIRS HOLDS HEARINGS ON NII PRIVACY Public Hearings will be held during the month of January by the Privacy Working Group of the Information Infrastructure Task Force in Washington, DC and California. A notice in the December 30, 1993 _Federal Register_, pp. 69372-3, describes the series of panels on specific areas: telecommunications, information technology, financial services, law enforcement, research and academic records, and public records. The focus of the hearings is on identifying privacy concerns from the viewpoint of participants. Panelists will be asked to make a presentation on the following points: how the development of the National Information Infrastructure will affect the way the organization carries out business or organizational responsibilities; what the most critical privacy or security concerns are that the NII will bring to the participant's issue area; what should be built in to the NII to accommodate those concerns; recommendations for the privacy working group. The California hearing was scheduled for January 10 and 11, while the Washington, DC hearing will take place on January 26 and 27, from 8:30 a.m. to 5:30 p.m. in the Departmental Auditorium of the Department of Commerce, 14th and Constitution Ave., NW. The public is invited to attend and question speakers. No advance registration is required. Written comments may be sent to "Privacy," U.S. Office of Consumer Affairs, 1620 L St., NW, Washington, DC 20036, or faxed to 202-634-4135. *************************************************************************** NII UNIVERSAL SERVICE HEARING On December 16, 1993, the first of several hearings on Universal Service was held in Albuquerque, NM. Fifty witnesses and more than 120 people were in attendance. Witnesses offered several points, such as the importance of libraries in the NII and the need to provide funding for universities and colleges so that teachers, librarians and consumers can be trained to "be comfortable with" the NII. These hearings will provide valuable material for the Administration's Information Infrastructure Task Force that is seeking public input. Larry Irving, Assistant Secretary of Commerce for Communications and Information, served as moderator and opened the hearing. David Barram, Deputy Secretary-designate, reinforced the Administration's emphasis on creating better jobs, boosting productivity, and improving global competitiveness. He stressed the need for all parties to work together toward achieving the goal of all Americans accessing information and communicating with each other through voice, data, image, or video. After the opening remarks, four panels addressed the following questions: does Universal Service work now; how should the Universal Service goal evolve; what should government do to modernize Universal Service; and how do we pay for it. The hearing was open to discussion on the main topic, "Communications and Information for All Americans: Universal Service for the 21st Century." The public hearing on "Telecommunications to Serve the Cities - Universal Service in Urban America" scheduled for January 20 in Los Angeles, CA has been postponed. For more information on the IITF Bulletin Board, refer to ALAWON Vol. 3, No. 2. *************************************************************************** PRICE INCREASED FOR FEDERAL REGISTER PUBLICATIONS The Administrative Committee of the Federal Register announced increases in the prices of _Federal Register_ publications in the December 10, 1993 _Federal Register_, pp. 64871-2. The following prices are effective as of January 10, 1994: The annual subscription rates for the _Federal Register_ paper edition are $444, or $490 for a combined _Federal Register_, _Federal Register Index_ and LSA (List of CFR Sections Affected) subscription. The annual subscription price of the microfiche edition of the _Federal Register_ including the _Federal Register Index_ and LSA is $403. The price for single copies of the paper edition of the daily _Federal Register_ is $6. The annual subscription price for the _Federal Register Index_ is $22. The annual subscription price for the LSA is $24. Individual copies of the _Federal Register Index_ and LSA are no longer available. The annual subscription rates for the _Weekly Compilation of Presidential Documents_ is $65 by non-priority mail, or $103 by first-class mail. As of January 1, 1994, the annual subscription rates for the _Code of Federal Regulations_ is $829 for the paper edition and $244 for the microfiche edition. Additionally, the Administrative Committee revised the appropriate sections of the CFR to remove sales of magnetic tape editions of the _Federal Register_, CFR, and _The United States Government Manual_ from the regulations. The Committee believes that responsibility for distribution of this material belongs with the Superintendent of Documents under the authority of 44 U.S.C. chapter 17. Implementing the Government Printing Office Electronic Information Access Enhancement Act of 1993, the Administrative Committee is developing a prototype for an official online edition of the_ Federal Register_ scheduled for general dissemination in the spring of 1994. Further steps are underway to convert the CFR data base into an accessible electronic format. The Administrative Committee has already authorized an electronic pilot project for _The United States Government Manual_, which is currently available to the public over GPO's Federal Bulletin Board. *************************************************************************** LC NATIONAL FILM REGISTRY The public is invited to submit movie nominations to the Library of Congress to be included on the National Film Registry. Nominations must be at least 10 years old, and "culturally, historically or aesthetically significant."
