Rept. 103-275), the FY94 Labor, Health and Human Services and Education appropriations bill, by a vote of 311-115. Library programs remain the same as FY93 levels except for LSCA II, Library Construction, which received an increase of $1,208,000, half the difference between the House number of $16,584,000 and the Senate's $19,000,000. LSCA V, Foreign Language Materials, was zeroed out by both House and Senate. Conferees did set aside $2,500,000 of the $2,802,000 for HEA II-B research and demonstration for "a demonstration of high technology library bibliographic databases," but specifically declined to earmark the funds, as had the Senate, stating that "these funds are to be awarded competitively." The conference report states, "This amount includes $5,000,000 for new initiatives to integrate technology into school curricula, if authorized." The agreement provides that if the Goals 2000 legislation is not enacted by April 1, 1994, then "the funds provided will be applied to the short-fall in the Pell Grant program as proposed by the Senate." The Goals 2000 legislation, currently awaiting action in the House was held for the reprinting of the bill, now HR 3210, and reintroduced with the Administration's changes by Reps. Dale Kildee and William Ford (D-MI) on October 5. The House Rules Committee will meet the week of October 11 to take testimony and grant a rule on the bill. *************************************************************************** HOUSE PASSES COPYRIGHT ROYALTY TRIBUNAL REFORM ACT On October 12, the House passed HR 2840, the Copyright Royalty Tribunal Reform Act of 1993. The bill would abolish the Copyright Royalty Tribunal and replace it with copyright arbitration royalty panels appointed as needed by the Librarian of Congress upon the recommendation of the Register of Copyrights. The bill was adopted under a suspension of the rules in the House so a roll call vote was not taken. The Senate Subcommittee on Patents, Copyrights and Trademarks held a hearing on S. 1346, the companion bill, on October 5.
