Although the bill was amended on the floor, no changes were made to the summer jobs provision and no education or library program rescissions were made. The bill now goes to conference between House and Senate. Information on appropriations for FY94 will not be available until the full House Appropriations Committee acts on and reports out the bill. The Subcommittee unanimously approved the 2-year reauthorization for full committee action, expected on June 24. *************************************************************************** NHPRC REAUTHORIZATION REPORTED OUT OF HOUSE SUBCOMMITTEE On June 23, the House Subcommittee on Information, Justice, Transportation, and Agriculture held a hearing to consider HR 2139, sponsored by subcommittee chair Gary Condit (D-CA). The bill would reauthorize the National Historical Publications and Records Commission for five years. The legislation authorizes appropriations for the Commission at "such amounts as may be necessary to carry out this chapter." The bill differs from S. 314, introduced by Senator Sarbanes (D-MD) and approved by the Senate Committee on Governmental Affairs on June 9, which reauthorizes the NHPRC for two years (FY94 and FY95) at levels of up to $10 million. In written testimony submitted for the record, NHPRC noted the decrease in funding for FY93 from $5.4 million to $5.0 million, and stated that funding has not kept pace with inflation. The Administration's FY94 budget would reduce that funding level for FY94 to $4 million. Testifying on behalf of NHPRC were Rep. Philip Sharp (D-IN), who represents the House of Representatives on the Commission; Gerald George, Executive Director of NHPRC; and Trudy Peterson, Acting Archivist of the United States. The NHPRC is an agency of the National Archives and Records Administration. Sharp cited the many groups of people across the country that have benefitted from the work of the NHPRC in preserving and making available local records, like genealogical societies and veterans organizations. Peterson discussed the importance of NHPRC in creating national, state and local partnerships to ensure the preservation of history. She cited the Milliken papers, a vast collection of manuscripts, interviews, letters, and newspaper stories about early settlers in the San Joaquin valley, as a fine example of resources made available to researchers as a result of an NHPRC grant. Peterson said that this collection, along with matching material from the Department of Agriculture, will provide a very complete picture of what early life in the California valley was like. She mentioned other collaborative efforts of the Commission, as well as standard-setting, training, and management projects which have multiplier effects throughout the country. She noted that more than half of the monies are raised from non-Federal funds. George cited a number of organizations that had passed resolutions of support for NHPRC reauthorization, among them the Veterans of Foreign Wars, the National Association of State Secretaries of State, the Association of Records Managers, and the American Historical Association. He explained that NHPRC has a strategic plan for the future which expects to help every state in the country to make progress in documents handling, as well as a proposed research agenda which will focus on electronic records. He described a grant that had been given to the University of Pittsburgh to research electronic records management, which was "critical for preservation of historical records in the future." Peterson agreed that electronic records was one of the biggest issues today and said that the Archives was vigorously pursuing the subject. She expected to have a closer working relationship with the Office of Management and Budget and that outside archival organizations would help the Archives. She also was interested in the views of the Subcommittee members on the subject. Rep. Horn (R-CA) asked about classified materials, in particular with regard to General Marshall's book, and said that probably there were materials that could not be used for the book because they were still classified. Peterson replied that she was actively participating in an attempt to write a new executive order to declassify materials, and that the government should have a "drop-dead" date for declassification where it was necessary to weigh very seriously the burdens between keeping the record closed and the public's right to know. The Subcommittee then approved the legislation with no amendments, although Rep. Thomas (R-WY) suggested that the issue of funding levels should be raised. Rep.
