The issue of user fees to finance upgrading of the ERIC system will be postponed through the next appropriations cycle. ALA expects to help support increased appropriations for the ERIC system. *************************************************************************** ELEMENTARY AND SECONDARY SCHOOL LIBRARY MEDIA SERVICES ACT INTRODUCED IN SENATE In preparation for the upcoming reauthorization of the Elementary and Secondary Education Act, S. 266, the Elementary and Secondary School Library Media Services Act of 1993, was introduced in the Senate by Senators Simon (D-IL) and Sarbanes (D-MD), on January 28, 1993. See the _Congressional Record_ of January 28, pp. S924-27 for the full text of the new legislation as well as speeches by Senator Simon and Senator Sarbanes. S. 266, the Elementary and Secondary School Library Media Services Act of 1993, establishes a Division of Elementary and Secondary School Library Media Services in the Department of Education's Office of Educational Research and Improvement (OERI) with responsibilities for administering three grant programs: 1. The Elementary and Secondary School Library Media Resource Development Program--provides states with allocations to purchase school library media resources for the use of students, library media specialists, and teachers in public elementary and secondary schools. 2. The School Library Media Specialist and Teacher Partnerships for Instructional Innovation Program--a competitive grant program for elementary and secondary school library media specialists and teachers to design collaborative curriculum instructions to access the full range of information resources; 3. The Uses of Technology in the Classroom Program--a competitive grant program for elementary and secondary school library media specialists and teachers to expand uses of computers and computer networks in the curriculum and in the school library media center. ACTION NEEDED: Urge all Senators to become cosponsors of S. 266, the Elementary and Secondary School Library Media Services Act.
