Thanks to all who have contacted their Representative and Senators to ask them to cosponsor HR 2772 or S. 2813. In addition to those cosponsors listed in the August 20 ALAWON (Vol. 1, No. 7), Sens. Tom Daschle (D-SD) and Larry Pressler (R-SD); and Reps. William Ford (D-MI), Charles Wilson (D-TX), and Tom McMillan (D-MD) have signed on. ACTION NEEDED: Urge members of the House Administration Committee to take prompt Committee action now on HR 2772: Reps. Additionally, everyone should urge their Members of the House and Senate to support the bill when it comes to the floor. *************************************************************************** ACTION NEEDED ON LIBRARY PROGRAM FUNDING On September 10, the Senate Labor, Health and Human Services, Education Appropriations Subcommittee and subsequently, the full Appropriations Committee marked up HR 5677, the FY93 Labor-HHS-Ed Appropriations bill. Floor action on the bill is expected on September 15. The total for Department of Education library programs (LSCA and the Higher Education Act) is $147,247,000, compared to the House-passed level of $145,774,000. Act) ------------------------------------------------------------------------ *2% of LSCA I, II and III Senate subcommittee Chair Tom Harkin (D-IA) intends to offer an amendment to transfer funds from Department of Defense unobligated funds to a Strategic Children's Initiative which includes immunization, Head Start, education, and low-income home energy assistance as well as a variety of health issues. The transfer would also include $50 million for library programs. Since the funds are already in the DOD budget, the transfer would not affect the deficit nor would it affect specific DOD programs. ACTION NEEDED: Since the appropriations bill may be on the Senate floor as early as next Tuesday, telephone calls or telegrams should be made to Senate offices in support of the bill and the transfer amendment as soon as possible. *************************************************************************** FY93 TREASURY, POSTAL APPROPRIATIONS On September 10, the Senate passed HR 5488, the FY93 Treasury Postal Appropriations bill, after agreeing to committee amendments and further floor amendments, one of which reduced appropriations to FY92 levels for the Department of the Treasury, Executive Office of the President and certain Independent Agencies. The September 10 _Congressional Record_, gives details of a Glenn amendment (S13205-13226) which would have removed funding from the Council on Competitiveness, and includes in the debate a discussion of the Office of Information and Regulatory Affairs in OMB and the history of the most recent attempt to reauthorize the Paperwork Reduction Act. Glenn cited the press of legislative business, and the possibility of filibuster for his withdrawal of the amendment. He promised to work with Senate conferees on the bill to have the Senate recede to the House amendment to the bill which withdrew funding from the Council on Competitiveness.
