The House Committee on Administration and the Senate Committee on Rules and Administration will likely meet to mark up these bills before the scheduled August 13 congressional recess. ACTION NEEDED: Members of these committees, and their staffs, need to hear from supporters of the legislation over the next two weeks if these bills are to pass the Congress this year. S. 1150 is now PL 102-325. A House-Senate conference version (H. Rept. 102-630) was approved by voice vote in the Senate on June 30 and by a vote of 419-7 in the House on July 8. Library programs are included in essentially the form recommended by ALA. *************************************************************************** HOUSE PASSES LABOR-HHS-EDUCATION APPROPRIATIONS BILL The House passed HR 5677, the Labor-HHS-Education Appropriations Bill, by a vote of 345-54 on July 28. No cuts to the library program funding levels were made on the floor, so the figures reported by ALAWON on July 27 remain the same. *************************************************************************** NATIONAL ENDOWMENT FOR THE HUMANITIES REFERENCE MATERIALS--Application deadline is September 1, 1992 for projects beginning after July 1, 1993. Support is available for the creation of dictionaries, historical or linguistic atlases, encyclopedias, concordances, reference grammars, data bases, text bases, and other projects that will provide essential scholarly tools for the advancement of research or general reference purposes. Grants also may support projects that will assist scholars and researchers to locate information about humanities documentation, such as bibliographies, bibliographic data bases, catalogues raisonnes, and other descriptive catalogues, indexes, union lists and other guides to materials in the humanities. NEH FUNDING--On July 23, the House passed HR 5503, the FY 93 Interior and Related Agencies Appropriations bill, (H.Report 102-626), by a vote of 329 to 94. Appropriations for NEH Humanities Projects in Libraries would remain at the FY92 level of $2,750,000. The Office of Preservation would be at $23,300,000, a 3% cut. On July 29, the Senate Appropriations full committee reported out the bill, and action on the legislation may take place before August adjournment. *************************************************************************** HEARING ON TELECOMMUTING ACT OF 1992 On Wednesday, July 29, the House Committee on Energy and Commerce Subcommittee on Telecommunications and Finance held a hearing on HR 5082, the Telecommuting Act of 1992. This bill, introduced by Rep. McMillen (D- MD), would establish an Office of Telecommuting in the National Telecommunications and Information Administration (NTIA). The office would act as a clearinghouse for information on telecommuting activities and techniques, promote the development of telecommuting technologies, and promote the adoption by employers of the use of telecommuting. It would also establish at least five satellite telecommuting offices for employees of agencies located in the Washington DC area. Charles Oliver, Senior Policy Advisor, Office of the Assistant Secretary for Communications and Information, Department of Commerce, said that the administration opposed HR 5082, and recommended instead that government promote telecommuting by permitting "the development of a ubiquitous, advanced, and affordably priced telecommunications infrastructure." He recommended that "government should remove all restrictions on competitive entry, whether those restrictions have been imposed by government or private monopolies. In many cases deregulation alone will suffice; other situations may require carefully targeted intervention by government to remove artificial barriers to entry." Carlene Bawden, Associate Administrator for Administration, General Services Administration, also opposed the bill, saying that special legislation to set up telecommuting programs was not needed. Other witnesses, including John Dillon of C&P Telephone Company of Maryland, spoke in favor of HR 5082.
